STEPP was elected in 1998 to the Harford County Council, District F, which includes the communities of Havre de Grace, Aberdeen Proving Ground, parts of Abingdon, Riverside and the Perryman Peninsula. She graduated from the Harris School of Business, Paralegal Program, and was a paralegal and judicial secretary in Gloucester County, New Jersey. Moving to Havre de Grace, Harford County, Maryland in 1994, she was elected to the Havre de Grace City Council in 1997.

As a member of the Harford County Council, Councilwoman Stepp serves as Council Liaison to the Economic Development Advisory Board, Citizens’ Care Center Board, Criminal Justice Advisory Coordinating Council, Harford County Cultural Advisory Board, DISCOVER Harford County Tourism, Inc., and the Harford County Mediation Commission. Councilwoman Stepp is also the alternate liaison to many other boards and organizations, and she was selected by the Maryland Association of Counties to serve on the Maryland Work Life Force Alliance in Annapolis. Additionally, she serves as an ex officio member of the Havre de Grace Drug Task Force and continues to serve in that capacity. More recently Mayor Craig appointed Councilwoman Stepp to serve on the Havre de Grace Activity Center Task Force.

Councilwoman Stepp served as President of the Grace Harbour Homeowner’s Association and is a former member of the Harford County and Havre de Grace Chambers of Commerce, Chesapeake Professional Women’s Network, Mason Dixon Business Association, DISCOVER Harford County Tourism Inc., and the Upper Chesapeake Conservancy.

Councilwoman Stepp is also a professional photographer and has had her work published in the Washington Post, a cookbook for Havre de Grace High School and the DISCOVER Harford County Tourism, Inc., brochure.
