Info | Born June 8, 1945, the second child of Lamar and Dorothy Bishop Roberts, in Robbs, Pontotoc County, Mississippi. When he was nine (9) months old the family moved near the town of Pontotoc, where he attended the public schools and graduated in 1963. Jim lettered in football 3 years, served as co-captain his senior year, and was named first team all conference. He served as Student Body Vice President his junior year and as President when a senior.
Jim was taught a strong work ethic from birth by his blue-collar parents. He delivered The Commercial Appeal from age 10 until fifteen, and he mowed lawns from age 12 until 14, when he commenced work in a grocery store after school and on Saturdays, as well as in the summers, until he entered college.
Jim holds degrees form three (3) very fine Mississippi institutions: B.A., Millsaps College; M.B.A., Mississippi State University; and J.D., The University of Mississippi. He successfully completed the Basic Jurisdictional Course at The National Judicial College at The University of Nevada-Reno.
Jim is a Rotarian, Mason and Shriner, and served as a member of Governor Allain�s Commission on Constitutional Revision in 1985-1986. He also served as Chairman in 1986-1987 of task force hearings for the Governor�s Alliance Against Drugs. In January 1986, he received the Herman C. Glazier Award from the Mississippi Chapter of the American Society for Public Administration as the outstanding appointed administrator on the state level for 1985. In 1987, he was recognized as one of three national recipients for an EEO/AA award from the American Society For Public Administration for his personnel efforts at the Department of Public Safety.
Jim was a member of the Pontotoc County Democratic Executive Committee from 1976-1988 and served as its chair from 1980-1988; additionally, he served as a member of the State Democratic Party Executive Committee from 1980-1988. In 1994, while Jim was a member of the Mississippi Supreme Court, the Legislature placed Trial and Appellate Judges in a non-partisan category, and Jim, complying with the law, held no party affiliation for the remainder of his service as a full time Justice.
Jim is also a member of Kappa Sigma, Alpha Kappa Psi, Delta Theta Phi and Omicron Delta Kappa, as well as an honorary member of Pi Alpha Alpha. Additionally, he is a member of the alumni associations of Millsaps College, Mississippi State University, and the University of Mississippi. Other memberships include the Pontotoc County Historical Society, Mississippi Historical Society and the Mississippi Methodist Historical Society. He is a past member of the Board of Trustees of Wood College in Mathiston, Mississippi.
In his thirty-two (32) year career as an attorney, he has a variety of experience and service which would be of great benefit to Mississippi and to all its residents.
As an attorney in general practice for thirteen (13) years, Jim represented numerous individuals as well as school boards, a hospital board, small towns, and a number of business and institutional clients, while simultaneously serving as County and Youth Court Prosecutor.
From 1984 until 1988, Jim was privileged to serve as Mississippi�s Commissioner of Public Safety, where he supervised five (5) component agencies with a thirty plus (30+) million dollar budget and approximately one thousand (1000) employees.
From 1988 until 1992, Jim served as a Chancery Court Judge in Mississippi�s eight (8) county First District, leaving only to become a Justice of the Mississippi Supreme court in late 1992.
Jim left the Court on March 1, 1999, to become a candidate for Governor of Mississippi; while that pursuit was not successful, it was an excellent learning experience for life and opened many other doors, including this present endeavor.
Since August 1999, Jim has served as Special Chancery Court Judge in numerous cases all across Mississippi, enabling him to render much service to the judiciary and much of it without compensation.
For the Spring 2000 Semester, Jim served as an adjunct Professor of Criminal Justice at the University of Southern Mississippi, teaching a graduate course in American Civil Liberties.
Commencing with the Fall 2000 Semester at USM, he has served a half time appointment as Professor of Criminal Justice, teaching six (6) hours per semester during the regular academic year. One (1) course each semester has been graduate and the other has been undergraduate. Jim has taught a total of thirty nine (39) college hours and received the Distinguished Criminal Justice Faculty Member Award in the Spring of 2002; in 2003, he received a Distinguished Service Award from the faculty.
In addition to teaching and special judging, Jim has developed and maintained an active practice in Alternative Dispute Resolution, focusing on mediation, but also performing arbitration work. Jim works everyday and hopes to have many years remaining in which he will be a productive and contributing member of society.
Jim has spoken for many years to civic clubs, church groups, and others, including considerable activity in the area of continuing education for public officials, attorneys and judges. He served for six (6) years as a member of the Board of Governors of the Mississippi Judicial College, which administers continuing education for these groups.
Jim has been and continues to be active in his church and the community. Jim�s life endeavors have been rich beyond compare, all of which he attributes to the abundant grace of Divine Providence, and he understands daily the absolute truth of this statement.
Jim is married to Rose D. Roberts, and they are members of the Pontotoc First United Methodist Church. Jim�s natural child is deceased; Rose has three (3) children, who have given Rose and Jim eight (8) grandchildren.
Jim�s education, experience and career indicate that he can and has functioned successfully in a wide variety of important and challenging positions and areas.
For the job of Lt. Governor and the citizens of Mississippi, Jim has significant experience in both civil and criminal law, as a private attorney, prosecutor, state agency executive director, trial judge, and Supreme Court Justice. His work as a mediator and University Professor has broadened his ability to bring people together and resolve difficult situations, which continues to be needed in our state during these difficult times.
