| Info | Biagio "Billy" Ciotto
Elected to a sixth term to the Connecticut State Senate in 2004, State Senator Biagio "Billy" Ciotto represents the residents of Cromwell, Newington, Rocky Hill, and a portion of Middletown and Wethersfield.
In addition to his leadership role as the Senate Chairman of the General Assembly's Transportation Committee, Senator Ciotto also serves as a member of the General Law, Legislative Management and Regulations Review Committees.
Senator Ciotto was also appointed Chief Deputy President Pro Tempore and Caucus Chairman for the second consecutive term. In his tenure as a lawmaker, Ciotto has championed important issues such as raising the minimum wage, lowering the gas tax, and maintaining vital funding for senior programs such as ConnPACE.
In 2004 Senator Ciotto received special recognition from the Connecticut State Firefighters Association, the state Department of Veterans Affairs, and the Connecticut Coalition To Stop Underage Drinking.
In previous years, Senator Ciotto was honored by numerous other organizations for his legislative efforts. The organizations include: Connecticut Council on Problem Gambling, Motor Transport Association of Connecticut, Advocates for Highway and Auto Safety, Mothers Against Drunk Driving (MADD) and the Connecticut Association for Community Transportation.
Senator Ciotto began his 56-year career in government in 1947 with the Department of Motor Vehicles. He worked his way up through the ranks as a night-teletype machine operator, mail clerk, Motor Vehicle Inspector, Special Investigator, and Supervisor of Branch Offices (responsible for the Danbury, Waterbury, Torrington and New Britain offices). In 1971, he was appointed Assistant Division Chief in the Title Division and also served as Assistant Division Chief in Registry and Management Services Divisions. In 1976, he was promoted to Chief of Registry and Title Division and in 1987, Ciotto was appointed to the position of Deputy Commissioner for Customer Relations.
After retiring from the Department of Motor Vehicles in 1989, Ciotto went to work as a consultant to Polaroid Corporation and to Business Records Corporation. He also began and continues to be an active volunteer at Saint Francis Hospital. He belongs to the American Association of Motor Vehicle Administrators, the Hartford Chapter of UNICO, A.A.R.P., the Wethersfield Historical Society, and the Italian-American All Stars. He is also an active member of AFSCME and CSEA, the retiree chapters.
Born in Hartford on Christmas Day in 1929, Ciotto attended public schools and graduated from Bulkeley High School in 1947. Senator Ciotto pursued special courses at Manchester Community College, R.P.I. in Hartford, U.S. Civil Service Commission's Middle Management Institute, Boston, Massachusetts, and participated in many workshops for Public Administrators at the University of Connecticut.
Senator Ciotto belonged to the musical group, the Bel-Aires, and has performed at hundreds of weddings, dances, and numerous other affairs in the Greater Hartford area for the last 40 years. In 1977, he earned the Gold Medal Award from the Greater Italian-American Home for his service to the community.
Ciotto is the son of the late Antonetta and Joseph Ciotto. He and his wife Jeanne (Miller) have five children. They are Joseph Ciotto, Anthony Ciotto, John Ciotto (married to Sherri), Julie Ferrigno (married to John Ferrigno), Attorney Maria Ciotto-Larose (married to Ken Larose). They have five grandchildren--Jonathan and Jessica Ferrigno, Daniel and Gabrielle Ciotto, and John "Jack" LaRose.
