Info | Ronald C. Tocci (Democrat) represents residents of the Sound Shore Communities, which consists of the Town of Rye, the City of Rye, the Town of Mamaroneck and a major portion of the City of New Rochelle.
Mr. Tocci's district office is located at 77 Quaker Ridge Road in New Rochelle. He began his public career in 1975 when he was elected to the Westchester County Legislature, where he was re-elected four consecutive terms before being elected to the State Assembly.
First elected to the Assembly in November 1984, he recently won re-election to his ninth term. Assemblyman Tocci has prioritized the fight against alcohol and substance abuse, particularly among our youth, as one of the major issues our society faces today.
Ron was appointed Chairman of the Assembly's Committee on Veterans' Affairs in April 1992. He is also the Chairman of the Subcommittee on Harbors and Coastal Zones; and is a member of the Assembly Standing Committees on: Education, Environmental Conservation, Labor, Racing and Wagering, and Ways and Means. The Assemblyman also serves on the Subcommittees for Air Quality and Nuclear Issues, Hazardous Waste Transportation, and Transportation Safety.
As Chairman of the Veterans' Affairs Committee, Ron has been responsible for laws that make it easier for veterans, recently separated from service, to seek and gain employment in the public sector. A bill changing the date of the commencement of the Vietnam conflict made hundreds of veterans eligible for benefits, which, for over twenty years, they had been denied. In the 1996 legislative session, the Assemblyman sponsored the Recruitment Incentive and Retention Program, which provides tuition assistance to individuals who commit to serving in the New York State Armed Guard. Ron has secured state funding necessary to begin construction of New York's fifth veterans nursing home to be located on the grounds of the FDR Veterans' Administration Hospital in Montrose, Westchester County. A particularly notable accomplishment during the 2000 legislative session was the passage into law of his veterans service credit bill. It allows those who served during wartime to receive up to three years of credit toward their retirement benefits. He is committed to the veterans of our state and was able to win approval of a resolution calling for Congress to amend the constitution to prohibit physical desecration of the American flag. For his dedication and service, Ron was awarded the Distinguished Service Award from the New York State American Legion.
On the State level, he is the prime sponsor of more than 100 Chapter laws which include: the law that increased the availability of the Tuition Assistance Program (TAP) as well as increased the amount of the awards; the law requiring home improvement contracts to be in writing and establishes a private right of action against a contractor for financial loss; and he also sponsored the law that allows residents of small cities to vote on school budgets.
Born on April 19, 1941, Assemblyman Tocci is a lifelong resident of Westchester where he was educated in the public school system and at Iona Prep. He studied Architectural Engineering at the New York Institute of Technology and currently serves as a full-time legislator.
Mr. Tocci is a member of many civic and fraternal organizations including the Knights of Columbus, American Legion, Disabled American Veterans, Vietnam Veterans of America, Elks, Foresters of America, Court Sons of Italy, Calabria Society, and Heritage Lodge.
Assemblyman Tocci served in the U.S. Army as a paratrooper in the 82nd Airborne Division from 1966-1968. After receiving an Honorable Discharge, he returned to Westchester County where he began his public career.
Assemblyman Tocci resides at 138 Emerson Avenue in New Rochelle with his wife Patricia (the former Patricia Etzler), his son Ron, and his daughter Cara.
