Info | Senator Thomas W. Libous, Republican-Conservative from Binghamton, has worked particularly hard during his first fourteen years in the Senate to create jobs, help persons with disabilities, and support education and drug prevention for our kids.
Through his hard work, companies such as NLX, Best Buy and AIG have come to the Southern Tier and existing ones such as Maines Paper & Food have grown here. He's sponsored the Excellence Center for Entrepreneurial Leadership (ExCEL) that provides training to small businesses in the retail and service sectors. He's also noted for working with Governor Pataki to transform the former IBM plant at Glendale into a center for public and private jobs.
Senator Libous has served as Chairman of the Committee on Mental Health and Developmental Disabilities since 1994. This Committee oversees two major State agencies--the Office of Mental Health and the Office of Mental Retardation and Developmental Disabilities. Before becoming Chairman, he showed his commitment to persons with disabilities by sponsoring bills that created the Motorized Wheelchair Lemon Law, prohibited insurance discrimination and helped persons with disabilities find supported employment. As Chairman, he's authored laws that created the Traumatic Brain Injury Program within the Department of Health, required reasonable accommodations in employment and provided tax credits to employers who hire persons with disabilities.
Senator Libous has strengthened education in the Southern Tier, working hard to bring school aid back to the 52nd District from Albany. In 2001 he also created the Books Open Opportunities for Kids to Succeed (BOOKS) Program in partnership with the Four County Library System to encourage our community's children to read. BOOKS takes a unique position on reading by rewarding kids for time spent reading rather than for the number of books finished and offers a variety of resources encouraging children to read on its website, www.booksprogram.com.
While serving as Chairman of the Alcoholism and Drug Abuse Committee from 1989 to 1993, Senator Libous sponsored legislation to help curb underage drinking by creating alcohol awareness classes as an alternative punishment, requiring schools to teach the dangers of drug and alcohol abuse and limiting the forms of ID that can be used to purchase alcohol.
He also created the well-known YESCAP program that supports drug abuse prevention in 26 school districts in Broome, Tioga and Chenango Counties. Each year, YESCAP trains hundreds of high school students to teach the dangers of drug and alcohol abuse to elementary school students, sponsors a day-long health and safety fair for kids and offers a variety of drug prevention resources for families on its website, www.yescap.org.
In January of 1995, Senate Majority Leader Joseph L. Bruno recognized Senator Libous' growing leadership in the Senate by appointing him as the Chairman of the Majority Program Development Committee.
Senator Libous was born in Johnson City. He grew up there and graduated from Johnson City High School. He earned his Associate's Degree in Business from Broome Community College and his Bachelor of Science in Marketing and Finance with honors from the State University of New York at Utica.
Mr. Libous is married to the former Frances Pianella. They have two sons, Matthew and Nicholas. He and his wife reside in Binghamton.
