Sec. Simkins was educated in the public schools of Somerset County, University of Maryland (B.S., 1947), and University of Maryland Law School (LL.B., 1952). In 1941, he enlisted in the U. S. Navy as a seaman and was dis- charged as Ensign in 1946, after service in the South Pacific. From 1951 through 1959, Mr. Simpkins was a member of the House of Delegates from Somerset County. During this time, he served as chairman of the Agriculture Committee (1951-1955), chairman of the Judiciary Committee (1955-1959), and as a member of the Legisla- tive Council (1955-1959). He was Executive Assistant to the Governor from 1959 to 1961. Governor Tawes appointed him Secretary of State of Maryland in January 1961. Mr. Simpkins is a partner of the law firm of Simpkins & Simpkins in Princess Anne. He is also engaged in the seafood business. He is former Attorney to the Town of Princess Anne and Attorney to the County Liquor Board. He has been a member of the State Bar Associ- ation Committee on Admissions since 1960.
