| Info | Secretary Kelly has a long distinguished career of public service. In 1970, Mr. Kelly was elected a County Commissioner in Prince George's County. In 1971, he was elected Chairman of the Board of County Commissioners. With the adoption of the charter form of government, Mr. Kelly ran for and was elected to the first County Council of Prince George's County, and served as its first chairman until 1974. He successfully campaigned and won the County Executive's position in 1974. As County Executive, he was the chief executive officer of the second most populous subdivision within the State of Maryland.
