Robert L. "Robby" Cook III was born on February 21, 1962, in Eagle Lake, Texas in Colorado County. He currently resides in Eagle Lake with his wife, Mary Kay (formerly Dornak) of El Campo in Wharton County, and their children, Jenna and Taylor.

Cook began his fourth term in the Texas House of Representatives as a member of the 78th Legislature. Before his election to the House of Representatives in 1996, Cook served one term as Mayor of Eagle Lake and one term as a City Council Member in Eagle Lake.
