Info | State Representative John Parker, a prosecuting attorney for Cascade County, currently serves as the top-ranking Democrat in the Montana House. He served as Chairman of the Law and Justice Interim Committee and was House Democratic Floor Leader during the previous session. John has built an outstanding track record as a prosecutor and legislator that will enable him to achieve great results as Montana’s next Attorney General.
John has relied upon his experience and that of his co-workers and allies in law enforcement to become one of Montana’s leading legislators on criminal justice and judicial issues.
Prosecuting to Protect the Public
John Parker developed extensive trial experience as a Deputy County Attorney in the Cascade County Attorney’s Office, one of the busiest prosecution offices in the state. During the course of his career, he has earned trial convictions on felony offenses including:
* domestic violence cases where women and children were attacked;
* meth possession;
* attempted deliberate homicide;
* deliberate homicide;
* arson of a local apartment building where dozens of residents were placed at risk;
* sexual abuse of children;
* assault on a peace officer;
* armed robbery;
* failure to register as a violent offender;
* theft;
* insurance fraud;
* burglary from a local business;
* driving under the influence;
* witness tampering involving a child victim;
* criminal endangerment;
* child abuse;
* nonpayment of child support;
* operation of an unlawful clandestine meth laboratory;
* incest involving a child victim;
* sexual intercourse without consent;
* aggravated kidnapping, and more.
John serves as one of the two Deputy Cascade County Attorneys assigned to the Eighth Judicial District Adult Drug Treatment Court
Legislating to Keep Montana Safe
John Parker has fought to protect the public during his three terms in the House. He became recognized as a leader on criminal justice and judicial issues during two terms on the House Judiciary Committee and two interims on the Law and Justice Committee, where he served as Vice-Chair and Chair. John succeeded in passing legislation that:
* increased penalties for meth lab operators;
* established a jurisdictional basis for drug treatment courts;
* expanded the definition of child pornography to protect more children from sexual predators;
* established the “predominant aggressor” concept to clarify victim’s rights in domestic violence cases, working closely with the Montana Coalition Against Domestic and Sexual Violence;
* created the criminal offense of money laundering;
* created the criminal offense of vehicular homicide while under the influence;
* restricted the ability of criminals to profit from their own crimes (the “Bar-Jonah” bill);
* granted injured deputy sheriffs the same rights as injured police officers and highway patrol officers;
* strengthened consumer protection in Montana by moving the State Consumer Protection Office into the Attorney General’s Office, with strong support from AARP;
* improved consumer protections with regard to consumer credit counseling, and more.
John led the fight to provide state funding for drug treatment courts during the 2007 session. As Chairman of the Law and Justice Interim Committee, he worked with Republicans and Democrats in the House and Senate to craft Access to Justice legislation that he carried in the last session. Funds for this effort were passed during the 2007 special session, which will provide valuable additional resources for Montanans from low-income families who cannot afford an attorney.
Leading to Build a Better Montana
As the House Democratic Leader, Representative Parker led the House Democrats in working closely with Governor Schweitzer and legislators in both parties to pass an impressive package of legislation to move our state forward.
This package included a balanced budget, tax relief for homeowners, incentives for clean and green energy development to boost Montana’s economy, workforce development training funds, a cap on tuition increases, K-12 school funding increases, and expanded access for the Children’s Health Insurance Program. John worked with several other legislators in the fight for affordable housing funds to help more Montana families achieve their goal of owning their own homes.
Parker is active in the Great Falls community. He has served as President of the Great Falls Children’s Receiving Home Board and the Great Falls Kiwanis Club, and was secretary of the Cascade County Bar Association. John and his fellow prosecutors founded the Cascade County Deputy County Attorneys Association, which is affiliated with MEA-MFT. John is a member of the Attorney General’s Criminal Intelligence Advisory Board. He enjoys reading with kids in his wife’s classroom at Valley View Elementary.
John earned a Bachelor of Science Degree from Georgetown University and his Juris Doctorate from the University of Montana. John and his wife, Carrie, are the proud owners of two cats, Lola and Gus, and one dog, Rocky. Carrie works as a second grade teacher at Valley View Elementary School and is an active member of the Great Falls Education Association.
