Info | Juana was born in a U.S. Army base hospital located in Fort Huachuca, Arizona in the mid 60’s. Her parents were born during the Great Depression.
As an Army brat, she grew accustomed to moving from place to place. During the early 70’s before her father was in Vietnam, he moved his family to Harlingen, Texas closer to family. During that time her mother worked as a registered nurse for VBMC and her older brothers took charge while their Dad was fighting for his country in Vietnam. When he returned, he moved the family to New Jersey, only to come back to the Valley 2 years later, where he settled everyone in his hometown of Mercedes. The military philosophy “Duty, Honor, and Country” that her father instilled in her while she was growing up launched her desire to do more and be more.
Juana Cantu-Cabrera along with her brothers and her 90 year old parents all graduated from High School in the Queen City of Mercedes, Texas.
She initially acquired an associate degree in nursing at Pan American University in 1988. Juana continued her education obtaining her bachelor’s degree in Nursing in 1990 at the University of Texas - Pan American. She was always working locally in Hidalgo county as an emergency room nurse while continuing her education. In 1991, she helped establish as well as helped pioneer the role of the Sexual Assault Nurse Examiner (SANE) in the The Rio Grande Valley.
Juana continued her education in nursing shortly after marrying her husband, Mr. Fernando Cabrera. In the mid 90’s, she graduated with a master's degree in women’s health and a post-master’s in adult health as a nurse practitioner through the University of Texas Health Science Center in Houston. During and after graduation, she began her career as a Nursing Educator at the University of Texas -Pan American University. She progressed her role as to a sexual assault nurse examiner/educator, child abuse and domestic violence prevention advocate for Cameron, Hidalgo and Starr County’s law enforcement , child/adult protective, healthcare agencies as well as the DA’s offices.
20 years ago, Dr. Cantú-Cabrera with the help of the Texas Attorney General’s office, the district attorney’s offices and local hospitals created a memorandum of understanding with local law enforcement to commit to utilize the role of the forensic nurse. Hence, creating a new healthcare specialty for RGV to be utilized called forensic nursing.
While working as sexual assault nurse examiner, Dr. Cantú-Cabrera realized there was a lack of resources for child advocacy and helped initiate and start the Children’s Advocacy Center -Estrella’s House. During this time, Dr. Cantú-Cabrera also took a leadership role for 9 years as a councilwoman for the City of Palmhurst. Her greatest accomplishment as a one of the City Leaders was acquiring Wal-Mart to plant their roots in the City while creating business revenue tax. This helped start the City’s first Police department, while maintaining the “no city tax motto”.
In 2004, shortly having her second child, knowing that the elder population would expand exponentially, she furthered her studies and completed her certificate in gerontological nursing through University of Arkansas Medical Services. She accomplished this by continuing to work full-time as an associate professor at the University of Texas-Pan American.
Besides being a women’s health and forensic nursing educator/practitioner, Dr. Cantú-Cabrera also honed in on community health care nursing while she was a assistant professor at the University. Throughout Hidalgo, Cameron and Willacy counties, she taught BSN students in the utilization of community health assessments enhancing health promotion, and health prevention with the incorporation of the community’s own customized health fairs to help with their healthcare needs.
In 2006, while continuing full time as an an educator, Juana enrolled into a full-time doctoral degree program with a specialty in Forensics Nursing through University of Tennessee Health Science Center.-Memphis. She graduated 2 years later. The seed of initiating a Medical Examiners Office in the RGV was initiated during her doctoral learning.
In 2010, Dr. Cantú-Cabrera started practicing in Cameron county as Nurse Practitioner as well as falling in love with South Padre Island all over again. By working on the weekends as a contract Nurse Practitioner for Homeland ICE Detention Center, Dr. Cantú-Cabrera became a recipient of the National Health Service Corps Scholar program which helped pay off her doctoral student loans. 11 years later, she continues to support United States Public Health Services as a contract employee. She is well versed with the communicable diseases that illegal immigration brings in when they cross the border.
Before resigning her job to run for Congress, Dr. Cantú-Cabrera worked at Valley Coastal Bend Veteran Health Administration for 7 years as a nurse practitioner. She was the women’s health medical director for 3 years, and prior to leaving she was mobile unit community provider, acting women’s health program manager and the maternity care coordinator.
During this pandemic, she has been “boots on the ground” providing healthcare to veterans, illegal immigrants, family and friends. For 33 years she has been devoted and committed to the healthcare needs of the RGV. She pledges to continue that same devotion and engagement as your Congresswoman.
