InfoSCOTT MCCALLUM was born in Fond du Lac, Wisconsin. He attended Macalester College where he earned a bachelor's degree in 1972 in economics and political science. He attended Johns Hopkins University and earned a master's degree in international economics in 1974. He founded and managed a real estate investment firm in the mid-1970s. In 1974 he worked as an aide to Congressman William Steiger, and in 1976 he was elected to the Wisconsin State Senate. In the senate, he served on the Joint Finance Committee and the Joint Survey Committee on Retirement Systems. He chaired the State Senate Campaign Committee from 1976-1980. His legislative successes in the senate included increasing penalties for drunk driving offenses and assaults on prison guards; creating a health insurance risk pool for people considered uninsurable; sunsetting obsolete legislation; and indexing individual income taxes to account for inflation. He was named lieutenant governor in 1987. In that office, he focused on long-range planning for the state, served as ambassador between state government and business, organized trade missions to benefit farmers and businesses, and fostered bipartisan approaches to solving state problems. He was appointed to the EPA's advisory council by the President in 1989. He led the effort to review and evaluate state boards, councils, and commissions, which reduced the number from 144 to 63 and saved the state more than $1.3 million per year. He is a former chair of the National Council of Lieutenant Governors. McCallum became governor in February 2001 when Tommy G. Thompson was confirmed as secretary to the U.S. Department of Health and Human Services.
