InfoBorn in 1958, John and his twin James were the youngest of seven children born to Eric and Katherine Williams of Moose Jaw. There he attended St. Michael's elementary and Vanier Collegiate. After graduating in 1976, John entered the work force for a year to raise funds to attend university.

In 1977, he enrolled in the Bachelor of Arts program at St. Thomas More College at the University of Saskatchewan. He was admitted to the College of Law in 1980 and convocated in 1983 with an Honours degree in Political Science and a Bachelor of Laws. John financed his university years by working as a labourer in the construction industry until 1982 when he became employed by the Saskatchewan Department of Justice under the direction of the Master of Titles.

John articled as a law clerk to the Honourable E.D. Bayda, Chief Justice of Saskatchewan. He was called to the Bar in 1984, one month after his marriage to his wife Suzanne. He joined the predecessor to the firm Rath Johnson Hart, becoming a partner in 1990 and, after a merger in 1997, a partner with Gerrand Rath Johnson, where he presently carries on a litigation practice.

He has written several articles on various legal topics. He is published in the respected Canadian Bar Review and his articles have been referenced in textbooks and in judgments of the Supreme Court of Canada. He has presented papers at both provincial and national legal education seminars.

John has been very active at the community level in Regina. He is a member of Christ the King Church and has served as its music coordinator and a committee member since 1996. His talent for singing is shared with one of the church music groups that he directs. He has performed with Studio Singers of Regina for 15 years and served as its president from 1994 to 1996. For the last seven years he has been a regular performer with Christ the King Players in their annual musical revue. He has also performed with Regina Lyric Light Opera and recently with the Regina Swing 'n Soul Singers.

John volunteered as a coach with Hockey Regina from 1997 to 2003 and he acted in the same capacity for many years with South Regina Community Soccer. He and Suzanne are actively involved in the Queen City Kinsmen Gymnastics Club where three of their children are enrolled and their son David trains as a national stream athlete.

Over the last 20 years, John has also been very active in his profession. As a member of the Canadian Bar Association, he has served two terms as Chair of the South Criminal Justice Section for Saskatchewan and five years as a member of the Provincial Council. From 1991 to 1992 he was the Saskatchewan member of the national C.B.A. Task Force on reform of the Criminal Code and authored two discussion papers for its use. For five years he served as a member of the National Legal Aid Liaison Committee, the last two as chair. In 1995 John organized the South Saskatchewan Association of Criminal Defence Lawyers and served as its president twice. He is a member of the board of the Canadian Council of Criminal Defence Lawyers and serves as its secretary. In these roles, John has been involved in several policy consultations conducted by the federal Department of Justice.

John's wife Suzanne is a registered nurse employed in the Fetal Assessment Unit of the Regina General Hospital. Their four children, David, Thomas, Carolyn and Janine, are active in a variety of sports and many musical activities.
