Info | Burnett was the president of a building and loan company in Denver who was long active in Denver politics and civic affairs. He was president of the Board of Supervisors in his first term on the Denver City Council. He also served as chairman of the city affairs committee of Chamber of Commerce. In 1913, he was a central figure in the Voters' Federation in placing pro-Chamber candidates on the commission. In 1921, the Civic and Commercial Association chose to support him for another run for city council.
