| Info | Prior to being elected as a city council member, Rick M. Garcia served as a consultant on Denver business development and government affairs, as senior manager for Direct Services in the Colorado Department of Administration and Personnel, the state director for Small Business Development and Policy, and president of the Denver Urban Economic Development Corporation. In 1985, Garcia founded the Denver Enterprise Center, a small business incubator. Garcia also served as a board member and as chair of the Denver Regional Council of Governments. While Garcia was on the Denver City Council, he was appointed Regional Administrator for the U.S. Department of Housing and Urban Development's Region VIII.
