Attended the public schools; was graduated from the law department of Cumberland University, Lebanon, Tenn., in 1914; was admitted to the bar in 1915 and commenced practice in Dyersburg, Tenn.; in 1917 enlisted in the Second Tennessee Infantry, National Guard and was commissioned a first lieutenant; transferred with his company to Company K, One Hundred and Nineteenth Infantry, Thirtieth Division, and served in France and Belgium; on July 9, 1918, was promoted to captain and served as regimental adjutant until discharged from the Army on April 2, 1919; after the war resumed the practice of law in Dyersburg, Tenn.; member of city council and city attorney 1920-1928; elected State commander of the American Legion of Tennessee in 1921

U.S. Representative (D-TN) 1929-1957 (died in office). Chairman, Committee on Ways and Means (Eighty-fourth and Eighty-fifth Congresses), Joint Committee on Internal Revenue Taxation (Eighty-fifth Congress). The New York Times described him on 12/19/1957 as "a quiet, shy man of extreme caution, who was nicknamed by reporters on Capitol Hill as 'Sphinx.' He also was described as a party wheelhorse whose 'slow, verbose questioning of witnesses often resembled a filibuster'." Cooper was a close ally of Speaker Rayburn, and the monthly income tax withdrawal from paychecks was his idea. Cooper was vice-chairman of the congressional committee to investigate the Pearl Harbor attack.

Cooper was admitted to Bethesda Naval Hospital on 12/5/1957 for a "mild heart condition." He died on 12/18/1957 at age 64 after having a second heart attack [New York Times 12/19/1957]. Interment in Fairview Cemetery, Dyersburg TN [Link] .
