Philip Torf is a graduate of the University of Illinois College of Pharmacy, Chicago, Illinois, 1976, and the John Marshall Law School, Chicago, Illinois, 1984. His career as a pharmacist saw him behind the prescription counter at the corner pharmacy, as a consultant pharmacist in long term care facilities and as a long term care pharmacy owner.
As an attorney, he developed accredited continuing education and test preparation programs in pharmacy law for pharmacists and pharmacy students. He has co-authored Illinois Administrative Code related to long term care pharmacy practice, contributed to a training manual for pharmacy technicians and published several journal articles regarding pharmacy and drug-related jurisprudence.
His law practice has focused on civil and white-collar criminal matters drug-related including medicare and medicaid fraud and healthcare litigation, administrative proceedings and appeals involving healthcare professionals, regulatory compliance, small business transactions and employee civil rights.
