Born July 6, 1926 in Rockport, Massachusetts, State Representative Carl Dickman was first elected to the state House of Representatives in 1994 for the 132nd House Assembly District, representing the Town of Fairfield.
The House Republican leader has appointed Representative Dickman the Ranking Republican member of the General Assembly's Executive and Legislative Nominations Committee for the 2003-2004 terms. Representative Dickman also serves on the Appropriations Committee, the Internship Committee and the Public Health Committee. Prior to those committee assignments, Representative Dickman was a member of the Government Administration & Elections Committee, Human Services Committee and Select Committee on Housing when first elected to the state legislature in 1995.
Representative Dickman was a member of the Fairfield Board of Selectmen from 1977 to 1993, serving in the administrations of both former First Selectmen John Sullivan and Jacky Durrell. He was also a member of the Water Pollution Control Authority during this period, serving as its Chairman from 1980 to 1994.
Representative Dickman's community involvement spans back many years, serving on various boards and committees including Fairfield's Zoning Board of Appeals, a member from 1967 to 1971 and 1975 to 1977; the Republican State Central Committee, a member from 1970 to 1976; and Chairman of the Fourth Congressional Republican Organization from 1974 to 1977.
Representative Dickman was the Parliamentarian of the Town of Fairfield for many years and continues his practice of providing seminars to elected and appointed officials of the town and for members of various public and private organizations.
After graduating from Rockport High School in 1944, Representative Dickman served in the United States Navy for three years and later was recalled to active duty during the Korean Conflict.
Following his discharge from the Navy, he attended the University of Bridgeport where he majored in biology. He is an Associate Member of the American Society of Clinical Pathologists and worked for a number of years as a cytologist. Representative Dickman is now retired and serves his Fairfield constituency on a full-time basis.
Representative Dickman is a Life Member of the Knights of Columbus (Father Coleman Council and the Msgr. William Blake General Assembly of Fairfield). He is also a member of the AARP and the American Legion Post #74 in Fairfield.
An avid golfer, he served as both the President and Vice President of the H. Smith Richardson Golf Club and two-terms as the President of the New England Public Golf Association.
He is married to Grace K. (Raveis) Dickman. The Dickmans have two daughters, Doctor Kathleen Dickman, a medical researcher with Southern University of New York, and Maureen Dickman, the Club Secretary with a country club in Fairfield.
