Mr. Testerman first came to Delaware in 1963 from Virginia to teach at Felton School District, which later became Lake Forest School District. He was an agriculture educator and retired in 1997. He is also a retired lieutenant colonel with 26 years in the Delaware National Guard. He received an honorary promotion to the rank of Colonel from the state.
Mr. Testerman is a 45-year member and current treasurer of Ruritan, president and life member of the Delaware National Guard Retired Officers' Association, president of the Harrington Community Democrat Club, serves on the board of directors and life member of Delaware State Education Association, chairman of the State Pension Advisory Council to the State Board of Pension Trustees representing teachers. He is also is on the Council of Farm Organizations representing agriculture teachers.
