Infoborn in La Crosse, Wis., August 6, 1896; moved to Oregon in 1901 with his parents, who settled in Cascade Locks; attended the common schools and the University of Oregon at Eugene; during the First World War enlisted as a private on May 25, 1917, in the United States Marine Corps; promoted to corporal on December 20, 1917, and served until honorably discharged on December 15, 1918; commissioned a second lieutenant in the Marine Corps Reserve on December 16, 1918; moved to Galveston, Tex., in 1919; engaged in the insurance business until 1920 and the retail dry goods business 1920-1931, when he was engaged as a public relations counsel; elected as a Democrat to the Seventy-third Congress to fill the vacancy caused by the death of Clay Stone Briggs, serving from June 24, 1933, to January 3, 1935; was not a candidate for renomination in 1934; resumed activities as a public relations counsel; delegate to the Texas State Democratic convention in 1936; organized the Fifteenth Battalion, Marine Corps Reserve, in Galveston County, Tex., in 1936 and was called to active duty on November 1, 1940; served as a lieutenant colonel with the Second Marine Division in the Pacific and later returned to Marine Headquarters to head Division of Reserve; promoted to colonel on October 18, 1942, and placed on the retired list on June 1, 1946; resumed his activities as a public relations counsel; elected to the Eightieth Congress to fill the vacancy caused by the death of Joseph J. Mansfield; reelected to the Eighty-first and to the eight succeeding Congresses and served from August 23, 1947, to January 3, 1967; was not a candidate for reelection in 1966 to the Ninetieth Congress; director, Washington, D.C., office, Tenneco, Inc., 1968-1974; resided in Galveston, Tex., until his death there on December 16, 1981; interment in Galveston Memorial Park Cemetery.
