U.S. House (R-ME) 1877-9/4/1899, when he resigned; held several chairmanships at various times, including the Committee on the Judiciary, Rules.
Speaker of the House of Representatives 1889-91, 1895-1899. Reed introduced procedural changes that strengthened legislative control by the majority party and increased the power of the speaker and the Rules Committee. The Reed Rules were attacked by opponents, who called Reed "Czar Reed" for his vigorous promotion of their passage. Ten years later the speaker's powers were reduced.
Moved to New York City and engaged in the practice of his profession; died in Washington, D.C., on December 7, 1902; interment in Evergreen Cemetery, Portland, Maine.
