Info | Noreen Evans was elected to the Santa Rosa City Council in 1996 and re-elected for a second term in 2000. She served on the Santa Rosa Planning Commission from 1993 to 1996.
Evans received her juris doctorate from the University of Pacific, McGeorge School of Law in 1981 and her BA in Government from California State University, Sacramento in 1978. She is currently an attorney with the Santa Rosa law firm of Lanahan & Reilley, LLP. Her practice emphasizes civil appeals and litigation.
Evans is on the Board of Directors of the Leadership Institute for Ecology and the Economy, a leadership training program for sustainable development. She is a founding member of Coalition for a Better Sonoma County, a coalition of labor, environmental, and social justice activists.
As a former Planning Commissioner and a current member of the Santa Rosa City Council, her major accomplishments are:
The environment: adoption of a 20-year, voter-approved urban growth boundary; preservation of Santa Rosa's unique scenic roads; restoration of creeks and habitats; and the protection of hillsides, ridge tops, and heritage trees.
Enhancing the quality of life for working men and women: sponsorship of a living-wage ordinance; binding arbitration for police officers and firefighters; and authoring affordable housing legislation for working families.
Revitalizing neighborhoods and protecting communities: creation of a neighborhood revitalization task force to rid local neighborhoods of graffiti, slumlords, and gang activity; and leading the efforts to secure more than $15 million in cycling and pedestrian safety improvements around local schools.
Economic development: downtown revitalization efforts leading to redevelopment in Santa Rosa and the creation of a Main Street community.
Campaign finance reform: limits on individual contributions to local campaigns and requiring the reporting of large, last-minute contributions.
