Info | Twice-elected Superintendent of Public Instruction, in 1988 and 1992. Chose not to run for a third term in 1996 amid health concerns stemming from being diagnosed with HIV. Billings contracted HIV in the early 1980s through infected donor sperm while being artificially inseminated. Judith is a native of Montana, who has degrees from Pacific Lutheran University, the University of New Mexico, and Seattle University School of Law. Judith and her husband, Donald, have four children and six grandchildren.
Prior to being elected, Billings worked as an educator at junior and senior high schools, as well as colleges and universities. She also worked as an advisor to the US House of Representatives Education Committee in the years directly preceding her first election as Washington SPI.
In her work as Superintendent of Public Instruction, Billings has advocated increased funding for public education and creation of support programs for high risk children, as to ensure that all students have an equal opportunity to learn and succeed.
Since retiring from office in 1997, Billings has served on numerous regional and national educational organizations and has been active in HIV/AIDS-related issues. She is much sought-after as a motivational speaker on the topic of living with HIV.
