Born in Owego, Tioga County, N.Y., 10/30/1915; attended the public schools of Owego, N.Y.; graduated from Cornell University in 1937 and from the law school of the same university in 1939; was admitted to the bar in 1939 and commenced the practice of law in Owego, N.Y.; served in the United States Army Counter Intelligence Corps 1942-1946

U.S. Representative (R-NY) 1958-1975. Elected in special election 1/14/1958 to fillthe vacancy caused by the resignation of W. Sterling Cole. Served on the House Appropriations Committee and Post Office & General Government Subcommittee. When he retired in 1975, he was the dean of the Republican NY delegation.
