| Info | Dick Barta is a native Kansan. He was born in Ellsworth, Kansas and grew up in nearby Lucas, Kansas. He attended Lucas High School and following graduation, at the age of 17, he joined the United States Navy and served in Vietnam. Following his service to his country, Dick attended Fort Hays State University on a football scholarship. He is a graduate of Washburn University, the Federal Bureau of Investigation National Academy, National Sheriff’s Institute, Kansas Sheriff’s Academy, Central Missouri State University Traffic Management Institute and the Kansas Highway Patrol Academy.
In March 2000, Barta was selected by the Republican Precinct Committee as Sheriff of Shawnee County, and he was subsequently appointed to that position by Governor Bill Graves. He was elected Sheriff by the people of Shawnee County in November of 2000, then reelected in November of 2004, and again reelected in November of 2008. As Sheriff, Barta was responsible for overseeing operations with a $13 million budget. Through careful budgeting and elimination of wasteful spending, Barta was able to return unused taxpayer funds to the Shawnee County Commission each year. The Topeka Capital-Journal recently stated in an editorial that “Barta has served with honor… Through his tenure, Barta has served well and guided the Shawnee County Sheriff’s Office in a steady, professional manner.”

Prior to serving as Sheriff, Barta was with the Kansas Highway Patrol from 1968-1997, when he retired at the rank of Major. From 1997 to 2000, he was with the Kansas Lottery Commission Security Division.
Most importantly, Sheriff Barta has been married for 45 years to his wife, Marcia. Together, they raised three daughters, Julie, Tamie, and Tonya, and one son, John. Their 16 grandchildren keep them busy! The Sheriff and Marcia are active members at Mother Teresa Catholic Church in Topeka.
