Representative from Delaware; born in Wilmington, New Castle County, Del., June 2, 1890; attended the public schools of Wilmington and the University of Delaware at Newark; engaged in the landscape construction business 1919-1942; member of the Delaware Athletic Commission 1931-1934; commissioner on the Delaware Emergency Relief Commission in 1934; elected as a Republican to the Seventy-fourth Congress (January 3, 1935-January 3, 1937); unsuccessful candidate for reelection in 1936 to the Seventy-fifth Congress; member of the staff of the United States Senate Committee on the District of Columbia 1947-1951; special engineer to the lands division of the Department of Justice and Corps of Engineers in 1952 and 1953; civil engineer in Hollywood, Fla., in 1954; appointed Architect of the Capitol August 16, 1954; assumed duties October 1, 1954, and served until his death in Washington, D.C., May 24, 1970; interment in Lower Brandywine Cemetery, Centerville, New Castle County, Del.
