InfoDick Proctor was elected on June 2nd, 1997 as the Member of Parliament for Palliser in Saskatchewan.

He is the NDP critic for Labour, Agriculture, Political Party Financing, Canadian Wheat Board, Western Diversification, Canada Post, Cooperatives and Sports. He is also chair of the NDP caucus.

Dick has a degree in journalism from Carleton University in Ottawa, and possesses extensive experience in journalism and communications.

He has worked as a news reporter for the Toronto Telegram and the Edmonton Journal, and as a sports reporter for The Globe and Mail. At CBC-Television he was an information officer and a production co-ordinator.

Dick is a strong advocate for social change, and has worked for two public sector trade unions and the Canadian Labour Congress (CLC). He served as the assistant director of public relations for the Canadian Union of Public Employees, and as the chief of staff for the National Union of Provincial Government Employees (NUPGE) where he was responsible for directing the work of research and technical staff.

For three years he was based in Mexico, working as a project planner in Latin America and the Caribbean on behalf of the CLC. He established the project office, and developed educational and socio-economic projects with trade unions and co-operatives.

Dick has served the New Democratic Party at the federal and provincial level in a variety of capacities. He was executive assistant to former Ontario New Democratic Party leader Stephen Lewis, and to former Federal NDP Leader Ed Broadbent where he administered the leader's office, the press office and the correspondence unit.

As cabinet press secretary to Premier Allan Blakeney's government in Saskatchewan, Dick was an adviser and speechwriter, and oversaw press relations for the cabinet and the Premier.

He was also director of the Office of the Government of Saskatchewan in Ottawa. In this capacity he established an inter-governmental relations office to deal with numerous policy questions including constitutional and energy matters.

Prior to being elected to the House of Commons, Dick served as the federal secretary for the New Democratic Party and as the provincial secretary for the Saskatchewan New Democratic Party.
