InfoInky Mark was born in Toysun Province, China, on November 17, 1947. His father and grandfather had both immigrated to Canada many years earlier, but had been prevented from bringing their families to Canada by Canada’s Chinese Immigration Act, 1923, or “exclusion act” as it became known. With the repeal of the exclusion act in 1947, Inky and a younger sister fled China with their mother and came to Canada in May 1955. They settled in Gilbert Plains, Manitoba, where Inky’s parents owned and operated Rex Cafe.
Inky graduated from Gilbert Plains High School and attended Brandon University graduating with a Bachelor of Arts. He later attended the University of Manitoba and graduated with a Bachelor of Education. He pursued graduate studies at City University in Seattle, Washington and later received a certificate in broadcasting from the International Academy of Broadcasting in Toronto. Inky also earned both Manitoba General Insurance and Real Estate Brokers’ certificates.

In 1970 Inky began his teaching career in Roblin, Manitoba. He also taught in Crane River before moving to Dauphin, Manitoba. Inky and his wife Lynda also owned and operated Pat’s Factory Warehouse, Intermountain Realty and National Real Estate franchise, as well as a sow and weanling operation.

Inky was first elected to Dauphin Town Council in 1991. He was elected Mayor of Dauphin in 1994 and served until his resignation upon election as a Member of Parliament on June 2nd, 1997. Inky was sworn in as a Reform Party of Canada Member and served as the Opposition Critic for Canadian Heritage, Vice Chair of the Standing Committee on Canadian Heritage, Vice Chair of the Sub-Committee on Sport in Canada, Co-Chair of the Official Opposition Manitoba-Saskatchewan Caucus, and Chairman of the Election Readiness Committee for the Reform/Alliance in Manitoba. On November 27th, 2000, Inky was re-elected as a Canadian Alliance MP and served as the Chief Opposition Critic for Citizenship and Immigration.

On August 24, 2002 Inky joined the Progressive Conservative Party of Canada serving as Chief Critic for Citizenship & Immigration and Indian Affairs & Northern Development. Along with being Chief Critic for Citizenship and Immigration, he later became the Progressive Conservative Deputy House Leader and Chief Critic for Justice, the Solicitor General and Public Safety.

With the merger of the Progressive Conservative Party of Canada and the Canadian Alliance on December 6th, 2003, Inky became a member of the Conservative Party of Canada.

Inky was elected for the fourth time as a Conservative Member of Parliament on January 23, 2006. He received 59% of the votes cast. During the past parliamentary session, Inky was chosen as Deputy Chair of the Conservative Manitoba Caucus. He also sat as a member of the Parliamentary Standing Committee on Aboriginal Affairs and Northern Development and on the Joint (House of Commons and Senate) Standing Committee on the Scrutiny of Regulations.
