"Mr. Nearhood, 59, currently unemployed after working for the U.S. census, but with a master's degree in public administration and more than two decades of working in government.
Over the years, he has served as manager or business administrator of Nanticoke, Altoona, Easton, Falls Twp. in Bucks County and Lebanon. He was part of a three-member panel in the late 1980s hired by the state to nudge Scranton into steps meant to avoid Act 47 distressed status.
When those steps were rejected, city council successfully sought distressed status in 1992 from the state, which appointed the Pennsylvania Economy League to coordinate the city's recovery. Mr. Nearhood, a senior research associate for PEL at the time, wrote the sections of the city's first recovery plan dealing with public works, recreation, the treasurer's office and building codes, he said."
