Russell; reelected to the Fifty-third and Fifty-fourth Congresses and served from November 3, 1891, to March 3, 1897; chairman, Committee on Election of President, Vice President, and Representatives (Fifty-fourth Congress); was not a candidate for renomination in 1896; assistant inspector general of the National Home for Disabled Volunteer Soldiers 1910; died in New York City on January 8, 1910; interment in Ogdensburg Cemetery, Ogdensburg, N.Y.
