During a 1997 debate about a bill requiring the use of phonics in reading programs from kindergarten through second grade, Whelan asked rhetorically: "Why isn't phonics spelled with an 'F'?"

His wife at the time — Lillian Bladine of Salem, who also survives him — was his interim legislative assistant.

A decade later in 2007, as a citizen lobbyist, Whelan won legislative approval for a "fire-safe" cigarette that extinguishes itself and reduces the chances of deadly indoor fires.

Although he spent just two years as a state representative, Whelan spent 30 years in various forms of public service.

His first job as a real estate broker led to his becoming assistant education director in the Real Estate Division of what was then the Department of Commerce.

Later, he became a Salem city firefighter and took part in the opening of a fire station in South Salem. He also was vice president and contract negotiator for his union, and spent four years in the 1980s as a lobbyist for the Oregon State Firefighters Council.

He was vice president of the Oregon Public Employees Retirement System board. Later, after he moved to Portland, he was on the budget committee for the Portland Fire Bureau.
