Info | CULKIN, Francis Dugan, a Representative from New York; born in Oswego, Oswego County, N.Y., November 10, 1874; attended the public schools in Oswego and St. Andrew’s College and the University of Rochester in Rochester, N.Y.; newspaper reporter in Rochester, N.Y., 1894-1902; studied law; was admitted to the bar in 1902 and commenced practice in Oswego, N.Y.; served as a private, Company D, Third New York Volunteers, in the Spanish-American War; captain in the New York National Guard 1901-1908; city attorney of Oswego, 1906-1910; district attorney of Oswego County, 1911-1921; judge of Oswego County, 1921-1928; member of the Thomas Jefferson Bicentennial Commission and the Thomas Jefferson Memorial Commission; elected as a Republican to the Seventieth Congress to fill the vacancy caused by the death of Thaddeus C. Sweet; reelected to the Seventy-first and to the seven succeeding Congresses and served from November 6, 1928, until his death in Oswego, N.Y., on August 4, 1943; interment in St. Paul's Cemetery.
