"Joseph A. Howlett, Sr., who served as a Judge of the Philadelphia Traffic Court within the Philadelphia County Court of Common Pleas, First Judicial District, with honor and distinction and passed away at the age of sixty-one on November 18, 2004;
and WHEREAS, Prior to accepting his post with the Philadelphia Traffic Court, Judge Howlett also made significant contributions through his service as a valued member of the House of Representatives of Pennsylvania in the 184th Legislative District from November 1984 through November 1990, where he served on the Health and Welfare, Labor Relations and Urban Affairs Committees and also as Secretary of Liquor Control. A man of integrity and a noble citizen, Judge Howlett was Ward Leader of Ward 39-B in the City of Philadelphia from 1988 through 1997."
