InfoCROWLEY, Richard, a Representative from New York; born in Pendleton, near Lockport, Niagara County, N.Y., December 14, 1836; attended the public schools and Lockport Union School; studied law; was admitted to the bar in 1860 and commenced practice in Lockport; city attorney of Lockport in 1865 and 1866; admitted to practice before the Supreme Court of the United States in 1865; member of the State senate 1866-1870; appointed by President Grant United States district attorney for the northern district of New York on March 23, 1871; reappointed March 3, 1875, and served in that capacity until March 3, 1879; elected as a Republican to the Forty-sixth and Forty-seventh Congresses (March 4, 1879-March 3, 1883); chairman, Committee on Claims (Forty-seventh Congress); unsuccessful candidate for election in 1888 to the Fifty-first Congress; resumed the practice of law in Lockport, N.Y.; appointed by Governor Morton in 1896 as counsel for the State of New York in Civil War claims cases, in which capacity he was serving at the time of his death at Olcott Beach, near Lockport, N.Y., July 22, 1908; interment in Glenwood Cemetery.
