Pat Binns was born in Saskatchewan on October 8, 1948. He is the son of Phyllis and Stan Binns.

After receiving a Masters of Arts degree in Community Development in 1971 from the University of Alberta, Pat Binns worked as a development officer for the Government of Alberta. In 1972 he began working with the Prince Edward Island Rural Development Council.

Pat Binns was first elected to the Legislative Assembly in 1978, representing the district of 4th Kings and was subsequently re-elected in 1979 and 1982. He served in the Legislature as Minister of Industry, Municipal Affairs, Fisheries, Environment, Labour, Housing and had responsibilities for Economic Development.

In 1984, Pat Binns turned his attention to the federal riding of Cardigan and served in the House of Commons until 1988. From 1988 to 1996, Pat Binns worked in the private sector, as President of both Island Bean Limited and Pat Binns & Associates. Along with his wife Carol, they continue to operate an edible bean farm at Hopefield, PEI.

Pat Binns was elected Leader of the Progressive Conservative Party of Prince Edward Island on May 4, 1996. He was elected the MLA for District 5, Murray River-Gaspereaux on November 18, 1996. He was sworn in as Prince Edward Island’s 30th Premier, President of the Executive Council and Minister Responsible for Intergovernmental Affairs on November 27, 1996.

On April 17, 2000, Islanders re-elected the Pat Binns’ Government with an increased majority. On September 29, 2003, Islanders again endorsed the Pat Binns’ Government with a third straight majority government. This was a historic election, as it had been the first time in over 100 years that a Conservative premier would serve three consecutive terms on Prince Edward Island.

On February 17, 2006, Premier Binns became Minister of Agriculture, Fisheries and Aquaculture.

Under the leadership of Premier Pat Binns, Prince Edward Island has experienced significant employment growth, record investments have been made in the health of Islanders, more teachers have been hired, new schools built and communities are re-energized.

Pat Binns has shown proven leadership beyond the borders of Prince Edward Island. He co-founded the Council of Atlantic Premiers to provide the Atlantic region with a stronger voice when dealing with issues common to all four Atlantic provinces.

In July 2003, at the 44th Annual Premiers’ Conference in Charlottetown, Pat Binns assumed the Chair of Canada’s premiers to formally create a Council of the Federation, with a plan to revitalize the Canadian Federation and to lead the provinces and territories into a stronger working relationship with the Federal Government.

Pat Binns and his wife Carol (nee MacMillan) have four children, Rob, Mark, Brad and Lilly and two grandchildren, Kristen and Andrew.
