Info | Date of birth speculative. Phillips was a shoemaker and member of the Knights of Labor in the late nineteenth century. In the late 1880s, Phillips became affiliated with the United Labor Party, which advocated the principles of Henry George. While running for Mayor of Philadelphia in 1887, Phillips held a mass meeting at which he promised to win as a prelude to electing Henry George the next president in 1888 (Philadelphia Times, 2/13/1887).
