Info | Tom Donilon is a partner in O’Melveny’s Washington, DC Office, serves on the firm’s governing committee, and heads the firm’s Strategic Counseling Practice. Tom advises companies and their boards on a range of sensitive governance, policy, legal, and regulatory matters. Tom also served as the national partner charged with overseeing the firm’s public interest and pro bono initiatives and led the firm’s successful effort to revitalize its pro bono commitment. The results of that effort were instrumental in the firm being named this year to the American Lawyer’s “A List” of top 20 US law firms. Tom was previously the Executive Vice President for Law and Policy at Fannie Mae.
Tom Donilon was sworn in as Assistant Secretary of State for Public Affairs on April 1, 1993. Prior to his appointment, he was a partner with the Washington office of the national law firm of O'Melveny and Myers. He has been active for many years at senior levels in democratic politics and policy. Mr. Donilon served as an adviser to Warren Christopher during the Clinton/Gore Transition and was charged with coordinating President- elect Clinton's debate preparation during the fall campaign.
From 1977 to 1979, Mr. Donilon served in the White House Office of Congressional Liaison. In 1979-80, he served as National Delegate Selection Coordinator and Convention Manager for the Carter-Mondale presidential campaign. In 1981, he lectured on politics at Catholic University and served as special assistant to former President Carter in Atlanta, Georgia. In 1982, Mr. Donilon was Technical Advisor to the Commission on Presidential Nominations which drafted the nomination rules for the 1984 campaign. In 1983-84, he was the National Campaign Coordinator and Convention Director for the Mondale for President Campaign. In 1985, Mr. Donilon served as General Counsel to the Democratic National Committee's Convention Site Selection Committee and as Co-Chairman of the Technical Advisory Committee to the Party's 1988 Rules Commission.
Since 1986, Mr. Donilon has served as a Senior Advisor to the Chairman of the Senate Judiciary Committee on Supreme Court nominations. During the 1988 primary campaign, he served as a principal political analyst for CBS News. In the 1988 general election campaign he served as a Senior Advisor to the Dukakis- Bentsen presidential campaign, primarily responsible for the debate preparation of Governor Dukakis and Senator Bentsen.
Mr. Donilon is a summa cum laude graduate of Catholic University (1977) and the University of Virginia Law School (1985). He and his wife Catherine Russell live in Washington, D.C.
