David and wife Lori have been married nearly 20 years, and are the parents of three teenaged children - Jon, Kathryn (Katie), and Kelsey. In addition, a tribe of pets reside in the Phelps' household - two Labradors, 'Emma' the Basset Hound and two stray neighborhood cats. David's parents and in-laws live nearby.
Long Time Resident:
David has been nearly a lifelong resident of Crystal Lake, Illinois, (40 years) having moved there in 1963 with his family at the age of 7. Dave's father was a local teacher/assistant high school superintendent. Wife Lori and her parents are lifelong residents of Crystal Lake. Lori's family has always been involved in public service. Her father was a 12-year Plan Commission member, a 12-year City Councilman, and her grandfather served as a McHenry County Board member. Lori's family is proud that the Fox River Grove American Legion Post is named after her uncle, WWII serviceman Frank H. Nagel, Jr.
Public Service:
David has been elected to serve three terms as a Crystal Lake Park District Commissioner, having been first elected in 1993. He is currently serving his third term, through the Spring of 2005. During his tenure, David has been a strong advocate of wetland and open space preservation, and has helped the District in passing referenda providing for the purchase of hundreds of acres of land for recreational usage and open space - all with zero or minimal costs to taxpayers.
David authored the first 'Gang Ordinance' for the Crystal Lake Park District. The ordinance was enacted in 1995 and is still in use today.
David has also been interested in providing quality, diverse recreational programs for a variety of age groups. He has consistently advocated sound ecological practices in creating recreational opportunities for people of all ages.
David's goals for providing these programs is to implement recreational projects that pay for themselves over time, thus reducing and/or eliminating the cost to taxpayers!
Education/Military
After graduation from Crystal Lake Community High School in 1974, David was appointed to the US Air Force Academy. After leaving the Academy, David enlisted in the Air Force and was stationed at Kirtland AFB in New Mexico.
He completed his Bachelor's Degree through Western Illinois University.
David chose to enter the field of police work, joining the Crystal Lake Police Department as a Police Officer, serving as a Training Officer for new recruits. After nearly 10 years as a Patrolman, he left the position to pursue a Law Degree at Northern Illinois University-College of Law, graduating in 1990.
While a law student, David also worked for the Crystal Lake Park District as their Police Chief, turning that Department into a well-respected Police Department staffed with full-time, fully trained officers.
Occupation:
After seven years working in a private law practice, David entered the field of telecommunications in 1998, working for a consulting company in the cell phone industry. David's current position is as a 'Site Acquisition Manager' for the industry, overseeing the Midwest Division's land acquisitions for cell tower projects. David is currently working in Schaumburg, Illinois
