InfoKINLOCH, Francis, a Delegate from South Carolina; born in Charleston, S.C., March 7, 1755; educated by private tutors; went to England in 1768 and entered Eton College, from which institution he graduated in 1774; studied law at Lincoln’s Inn, London, which he entered in 1774 and was admitted to the bar in that city; studied in Paris and Geneva 1774-1777; returned to the United States and served as volunteer, lieutenant, and captain in the Revolutionary War 1778-1781; served in the State house of representatives in 1779 and 1786-1788; Member of the Continental Congress in 1780; was an extensive rice planter at “Kensington,” Georgetown District, S.C.; delegate to the State convention, which ratified the Federal Constitution May 23, 1788; elected warden of the city of Charleston and justice of the peace and quorum in 1789; member of the State legislative council in 1789 and of the State constitutional convention in 1790; died in Charleston, S.C., February 8, 1826; interment in St. Michael’s Church Cemetery.
