US House (R-RI) 1881-1885; resigned on 1/26/1885
US Senate (R-RI) 1885-1889. Elected to fill the vacancy caused by the death of Henry B. Anthony and took office on 1/20/1885. Resigned from office on 4/9/1889. Chairman, Committee on Civil Service and Retrenchment (Fiftieth and Fifty-first Congresses). He was the first Quaker to serve in the US Senate (Portland Daily Press, 3/18/1889), and his chief accomplishment was international copyright legislation that protected the rights of American authors whose works were re-printed abroad (Wichita Eagle, 11/26/1889).
President of the Phoenix National Bank of Providence, R.I., and interested in several manufacturing enterprises; died in Providence, R.I., June 30, 1917; interment in the North Burial Ground.
