Info | A native South Carolinian, Carl Gullick attended public schools in Greenville, SC and Charlotte, NC. He is a graduate of Wingate College, where he was elected Student Government President, and the University of North Carolina at Chapel Hill, where he served a Senior Class Marshall.
A successful businessman, a family man and a leader in his community and church, Gullick is a resident of Rock Hill, SC, where he lives with his wife Lois and their two children Helen, age 13, and Mitchell, age 11. He is currently president of Carolina Staff Resources, a regional staffing and consulting company located in Rock Hill.
Carl is now in his fourth term as a member and chairman of the York County Council. He has served the county during one of the greatest periods of growth in its history. During his chairmanship, York county has experienced unprecedented economic development. job creation and personal and family income increases. Under his leadership, the county government has exercised exceptional fiscal responsibility while becoming recognized as one of the most progressive in the state.
In the past seven years, York county has taken its undesignated reserved fund from a $11 million deficit to more than $18 million in the bank, paid down its public debt by $30 million and experienced record levels of industrial expansion. The county council has increased funding to the sheriff's department for more law enforcement personnel and to the solicitor's office to speed up criminal prosecutions and reduce the case backlog from the highest in the state to the lowest. Council won approval from citizens fro the largest series of road projects in the county's history, established the state's first tax stabilization fund to lower tax rates during reassessment periods, and enacted some of the leading environmental measures in the two Carolina's. All this has been accomplished while maintaining one of the lowest tax rates in the state.
In his eight years as council chairman, Carl Gullick has seen first hand what citizens and communities can accomplish without the heavy-handed interference of federal bureaucracies. But he has also seen opportunities for additional progress squandered because the true needs of our citizens and communities were not among the priorities of certain current congressmen.
Carl knows that government closest to people works best. He is convinced that if local communities and states have the tools, resources, and freedom to operate, they will achieve far more successes than career politicians and bureaucrats in Washington ever will. He believes a basic function of Congress should be empowering individuals, families, and local communities to do what is best for ourselves.
Carl Gullick is a leader. He is a man of vision, action, and commitment. He wants to provide the people of South Carolina's 5th district with a new kind of representation and leadership in the United States Congress.
