Info | State Representative Jack Franks was elected in November 1998 to represent the 63rd District which includes McHenry, Woodstock, Harvard, Hebron, Richmond, Spring Grove, Wonder Lake, Johnsburg, Greenwood, McCullom Lake, Ringwood, Marengo and Union.
Since taking office, Franks has played a key role in the fight for property tax relief, low cost prescription drugs, managed care reform and quality schools in McHenry County. In the field of health care, he has passed a Senior Citizen Prescription Drug Discount Program to guarantee affordable prescription drugs for all seniors and disabled persons; a Patients' Bill of Rights that allows patients to make their own medical decisions; and the HMO Liability Act, which gives patients the right to sue their HMO for negligence. Franks has also passed legislation expanding his prescription drug savings program to include every person in the state, reguardless of age.
In his fight to cut taxes, Franks has passed expansions of the Circuit Breaker Program and the Homestead Exemption Assessment Freeze. He has also secured direct property tax rebates for homeowners in McHenry County. Franks has voted against every tax and fee increase that has come up for a vote.
In addition to providing tax relief, Franks wants to ensure that all children are given a world-class education. Since taking office, he has significantly increased the amount of state funding for McHenry County schools, boosting the foundation level for each student as well as grants for school construction and new technology. Franks also has passed legislation to reduce class sizes, heighten standards, increase accountability and strengthen school safety.
After years of neglect, roads and highways in McHenry County have also received significant upgrades since Jack Franks took office. Since being elected, Rep. Franks has brought back over $100 million for new road construction to help widen and resurface Route 120, Route 31, Highway 47, Route 23 and Route 14, among others.
Jack and his wife, Debby, were born and raised in McHenry County, and reside in Woodstock. Their sons, Sam and Henry, are lucky to have both sets of grandparents living in McHenry County. Jack's parents, Eileen and Herb, reside in Marengo, while Debby's parents, "Doc" and Jane, live in Woodstock. Jack's grandparents moved to McHenry County 70 years ago and operated a feed store in addition to the family farm. His family has never left the area.
Jack Franks is a partner in the Marengo law firm of Franks, Gerkin & McKenna. Franks, a scholarship recipient, received his law degree with honors from the American University Washington College of Law in 1989. As an undergraduate, he studied international relations and political science at the University of Wisconsin at Madison, where he received his Bachelor of Arts degree in 1985. Franks is fluent in Portuguese and conversational Spanish, and enjoys reading and basketball. He is also involved with many civic and philanthropic organizations, and is a member of several Chambers of Commerce in McHenry County.
