a Representative from New York; born in Ithaca, N.Y., May 23, 1889; attended the public schools; was graduated from Schenectady (N.Y.) High School and from Union University Albany Law School in 1914; was admitted to the bar the same year and commenced practice in Albany, N.Y.; member of the New York National Guard 1909-1917, serving on the Mexican border in 1916 and 1917; served overseas in the First World War in various outfits; returned to the United States in 1919; continued active in the New York National Guard, retiring in 1940, with rank of major general; decorated with the French Legion of Honor, the Croix de Guerre, and the Philippine Legion of Honor (officer); city judge of Gloversville, N.Y., 1920-1924; assistant district attorney of Hamilton County, N.Y., 1924-1929, and of Fulton County, N.Y., 1929-1931; district attorney of Fulton County, N.Y., 1931-1942; elected as a Republican to the Seventy-eighth and to the seven succeeding Congresses (January 3, 1943-January 3, 1959); was not a candidate for renomination in 1958 to the Eighty-sixth Congress; resumed the practice of law; resided in Canandaigua, N.Y.; died in Venice, Fla., June 3, 1976; interment in Arlington National Cemetery.
