Scahill has two degrees from Indiana University of Pennsylvania: a bachelor of science in English education and a bachelor of arts in business administration/accounting. He is also a cooperative mine safety instructor.

Scahill was a first lieutenant, combat platoon leader in the 11th Armored Cavalry Regiment in Vietnam. He is a member of the American Legion, Veterans of Foreign Wars and Disabled American Veterans and worked for the creation of a county memorial wall dedicated in 1997 to those who died while serving.

Scahill is married to Audrey (Snyder), and they have four grown children - Erin, James, John and Katherine. He is active at Grace Presbyterian Church in Kittanning, the Sudden Cardiac Arrest Association and National Rifle Association. He is an inactive member of Hose Co. No. 4.

Scahill received the 1998 Pittsburgher of the Year Award as an "Architect of Regionalism." The IUP Kittanning campus recognized him as a distinguished alumnus in 1999. In 2000, Scahill was named Pittsburgh Pacesetter by Small Business News Magazine, as well as Distinguished Friend of Scouting by the Boy Scouts of America.
