InfoJames I. Spainhower (Democrat) has achieved distinguished careers in the professions of public service, religion and education. He was born August 3, 1928 in Stanberry, Missouri. Mr. Spainhower received his elementary education in the Stanberry public schools and graduated from Maryville public high school in 1946. He was awarded a bachelor’s degree in history from Phillips University at Enid, OK in 1950; a bachelor’s degree in divinity from Lexington Theological Seminary at Lexington, KY in 1953; a master’s degree in political science in 1967 and a doctor of philosophy in political science in 1971 from the University of Missouri-Columbia. He was also an ordained minister of the Christian Church. Mr. Spainhower was elected to four terms as a member of the Missouri House of Representative from Saline County, serving eight years, from 1963 through 1970. He was a member of the House Appropriations Committee for six years and chairman of the House Education Committee for four years. Mr. Spainhower was elected as state treasurer in November 1972 and re-elected in 1976. His salary was $20,000 annually. As state treasurer he instituted improvements in the administration of the office that enabled him to modernize investment procedures, return more state funds to the Missouri economy and significantly increase the interest earned on inactive state funds. He was married to Miss Joanne Steanson of Ponca City, OK, on June 10, 1950. They have two children, Janet and Jeff. Mr. Spainhower now makes his home in Rogers, Arkansas.
