InfoFran Ulmer grew up in Horicon, Wisconsin working in the family business and hunting and fishing with her father. She graduated from the University of Wisconsin with a bachelor's degree in economics and political science and stayed on to earn a law degree. With a sense of adventure, Fran moved to Juneau in the early 70s and has been proud to call Alaska her home ever since.

Fran Ulmer has more than 25 years of experience working in Alaska to make all of Alaska?s communities safer, stronger and more prosperous. Her top priorities have always been improving education, developing jobs and strengthening families.

One of the qualities that distinguishes Fran is that she works well with people from all political parties. Like most Alaskans, Fran spent much of her life not registered in any party. She has been registered as a Democrat since she ran successfully for the State House of Representatives in 1986. Recognizing her leadership, Fran?s colleagues chose her to lead first the Majority Caucus and then the Minority Caucus. She was also selected to serve on the House Finance Committee.

Prior to that, Fran served one term as Mayor of Juneau, a Non-Partisan office, and six years in Republican Governor Jay Hammond?s Administration as legislative liaison and then director of the Division of Policy Development She was the first chair of the Alaska Coastal Policy Council and was a member of the Governor?s Council of Economic Advisors during the creation of the Alaska Permanent Fund. Since Ulmer has been Lt. Governor, the Permanent Fund has grown 80 percent and paid record dividends. Gov. Hammond, the ?Father of the Permanent Fund? has endorsed Fran Ulmer for Governor and serves as her campaign co-chair and advisor.

Fran Ulmer is the first woman to be elected to statewide office in Alaska and has not lost an election in almost 20 years of elected public service. She is a trained manager and has become an expert on government processes. She is an innovator in uses of e-technologies and has worked to make government more cost-effective, efficient and accessible. Fran creates smarter government.

Fran served in the State House of Representatives from 1987 to 1994. She was elected chair of the Majority Caucus, and when the legislative leadership changed in 1994 she was elected Minority Leader. She was one of few women chosen to serve on the House Finance Committee. She fought for policies to help fishermen and Alaska coastal communities. She passed legislation benefiting abused kids. After the Exxon Valdez Oil Spill she worked to pass laws to strengthen the safe delivery of Alaska oil. She voted to lift the oil export ban. She worked to kill a proposed gross receipts tax that would have stifled small businesses.

As mayor of Alaska?s third-largest city from 1983 to 1985, Fran focused on infrastructure development ? from ports and harbors to the revitalization of the downtown core. Ulmer?s economic development plan brought together miners, university officials, and environmentalists to open the Greens Creek mine, training local people for good jobs. Fran receives letters even today, thanking her for her innovative approach to development, which includes local hire and vocational education.
