Terry was born in Milford, Delaware and moved to the Dover-Hartly, Delaware with his parents in 1967. Terry is a graduate of Dover High School, Delaware Technical and Community College and Delaware State University. After graduation from Del. Tech, Terry attended and graduated from the Delaware State Police Academy. As a Delaware State Trooper, Terry worked at Troop 3 in Woodside, DE. His positions included Road Trooper, Youth Officer, Training Officer and Detective. After retiring from the State Police, Terry worked as a Fraud Investigator for a local bank and then served as the Executive Director for Delaware Crime Stoppers. He obtained a position in the Governor’s Office as Local and County Government Liaison. This position allowed Terry to use his experience as a former Levy Court Commissioner as his job included Liaison to the County and local governments. Terry also served as Safety and Homeland Security Policy Advisor to the Governor, Liaison to the State’s Volunteer Fire Companies and Liaison to the State Fire Commission. Terry transferred to the Department of Safety and Homeland Security where he serves as Assistant to the Secretary of Safety and Homeland Security for the State of Delaware. His duties include Grants Coordinator, Special Projects and Manager of the IT Department.
In addition, Terry has served for 16 years as a Supervisor for the Kent Conservation District and is currently President of the Delaware Association of Conservation Districts and Board Director of the National Association of Conservation Districts.
Terry has served in many community organizations: Parent Teacher Organization, Volunteer Fireman for Hartly and Magnolia Fire Companies, coach for Kent County Parks. He is a former member of the League of Local Governments, Central Delaware Economic Development Committee, Kent County Aero Park Committee, Kent County Tourism Committee and Past President, Delaware Association of Counties.
Terry was elected to the Kent County Levy Court from 1994-1998 and served as President for 3 ½ years. While serving on Levy Court, Terry worked to cut property taxes, enhance safety of all Kent County residents, preserve farmland, upgrade wastewater treatment plant, develop the first comprehensive land use plan in the state and built a new Kent County 911 headquarters.
Terry has been married to Valarie Coyle Pepper for 32years. He has two daughters: Lauren Cusick and Heather Pepper; son-in-law Brian Cusick and granddaughter Mackenzie Cusick.
