InfoNancy Low-Hogan is a fifteen-year resident of South Nyack in Rockland County, and she has lived for the past thirty-two years in New York State. Nancy is the Dean of Continuing Education and Professional Studies at Seton Hall University in South Orange, New Jersey. Prior to this she held progressively responsible administrative positions in various colleges and universities throughout New York State. Nancy received her Ph.D. in Higher Education from New York University in 2003. The subject of her dissertation identified factors that influenced state legislators in New York State, on matters related to higher education.

Prior to being elected as Rockland County Legislator in 2011, Nancy served as Councilwoman in the Town of Orangetown for four years. Nancy has been a Democratic Committeeperson since 2000. Nancy is a graduate of the Pace University Land Use Training and she served as Chair of the South Nyack Planning Board. She was a member of the Board of Directors of the Association for the Visually Impaired, Inc. for Rockland and Orange Counties for over ten years, and served as Chair of the Board of Directors from 2001-2003. Nancy is a graduate of Leadership Rockland, Inc., Class of 1999 and she served on two different Leadership Rockland planning committees. In 2005, Camp Venture, Inc. honored Nancy with its Outstanding Community Service Award.

Nancy grew up in New Jersey as the oldest of six children. She received an Associate’s degree in Criminal Justice from Union County College, a Bachelor’s degree in Criminal Justice from the University of Delaware and a Master’s degree in College Student Development from Seton Hall University. Nancy is married to Michael P. Hogan, who is an Associate Dean at Long Island University. Nancy and Michael live in South Nyack. The Hogan Family, a founding family of Marycrest in West Nyack, has resided in Rockland County since 1953.

Nancy is the chairwoman of the legislature's Government Operations Committee and is a member of the Budget and Finance Committee and the Environmental Committee.
