| Info | Stephen Schwartz began his assignment on August 12, 2004 as Deputy Chief of Mission at the United States Embassy in Port Louis, Mauritius, which oversees U.S. relations with the island nations of Mauritius, Seychelles, and Comoros. He began serving as Charge d'Affaires, a.i., on June 17, 2005 upon the departure from post of Ambassador John Price.
Mr. Schwartz has been a career Foreign Service Officer since 1992. Before serving in Mauritius, he served as Deputy Political Counselor at the U.S. Embassy in Pretoria, South Africa. He was a Political/Economic Officer at the U.S. Interests Section in Havana, Cuba from 1999-2001. This followed a one-year assignment as Special Assistant for African and Western Hemisphere issues to the Under Secretary of State for Political Affairs, Ambassador Thomas R. Pickering. This position was preceded by a two-year stint as Desk Officer for Sudan and a three-month temporary assignment in Nairobi where he covered southern Sudanese issues.
From 1995 to 1996, Mr. Schwartz served as a General Services Officer at the U.S. Embassy in Bujumbura, Burundi. This responsibility followed a five-month interim assignment as the Department of State’s representative on the task force implementing the Presidential Initiative for the Greater Horn of Africa. In this capacity, Mr. Schwartz led an inter-agency team in the development of a Conflict Early Warning and Response System. His initial assignment in the Foreign Service was to Addis Ababa, Ethiopia where he spent one year as a Consular Officer before rotating to the Political/Economic section.
Immediately before joining the Foreign Service, Mr. Schwartz worked at the Citizen’s Democracy Corps where he was in charge of volunteer programs in Central and Eastern Europe and the former Soviet Union. This position was an extension of his five years of service in the Peace Corps, two as a volunteer in Cameroon (1981–1983) and three as a Desk Officer at headquarters (1985-1988). In Cameroon, he served as a business advisor to a cocoa cooperative. As Desk Officer, he coordinated Peace Corps programs in Mali, Mauritania, and Burkina Faso. He opened the Peace Corps program in Chad in 1987.
Born and raised in Buffalo, New York, Mr. Schwartz graduated from Miami University in Oxford, Ohio in May 1980 with a bachelor’s degree in Business Administration. He attended the International Graduate School in Stockholm, Sweden from 1983 to 1984 and received a Master’s degree in African Studies in 1988 from the University of London’s School of Oriental and African Studies.
