Payne; reelected to the Sixty-fifth, Sixty-sixth, and Sixty-seventh Congresses and served from November 2, 1915, to March 3, 1923; declined to be a candidate for renomination in 1922; resumed his former manufacturing pursuits; died in Geneva, N.Y., August 20, 1964; interment in Restvale Cemetery, Seneca Falls, N.Y.
