Info | CARTTER, David Kellogg, a Representative from Ohio; born in Jefferson County, N.Y., in June 22, 1812; pursued preparatory studies; studied law in Rochester, N.Y.; was admitted to the bar in 1832 and commenced practice in Rochester, N.Y.; four years later moved to Akron, Ohio, and then to Massillon, Ohio, and continued the practice of law; elected as a Democrat to the Thirty-first and Thirty-second Congresses (March 4, 1849-March 3, 1853); chairman, Committee on Patents (Thirty-second Congress); moved to Cleveland, Ohio, in 1856 and continued law practice; delegate to the Republican National Convention in 1860; appointed United States Minister to Bolivia by President Lincoln, and served from March 27, 1861, to March 10, 1862; appointed chief justice of the Supreme Court of the District of Columbia in 1863, and served until his death in Washington, D.C., on April 16, 1887; interment in Lakeview Cemetery, Cleveland, Ohio. -
